WASHINGTON - The
United States military departments (Army, Navy and Air Force)
have announced the Zachary and Elizabeth Fisher Distinguished Civilian
Humanitarian Award and are soliciting nominations for this award for
contributions made between 1 January 2004 and 31 December 2004.
The United States military departments (Army, Navy, and Air Force) grant
this award to an individual or organization that has demonstrated
exceptional patriotism and humanitarian concern for members of the
United States Armed Forces or their families. Deadline for
submission is 1 August 2005. (More details below)
Purpose:
Since 1996, the United
States military departments (Army, Navy and Air Force) have jointly
sponsored the Zachary and Elizabeth Fisher Distinguished Humanitarian
Award to emphasize the contributions that Zachary and Elizabeth Fisher
have contributed to members of the Armed Forces. To continue their
legacy, the United States military departments will honor and recognize
a private sector individual or organization that has demonstrated
exceptional patriotism and humanitarian concern for members of the
United States Armed Forces or their families.

Award: The
award consists of a large commemorative trophy bearing the recipient's
name. The trophy is on permanent display at the Pentagon. The Secretary
of the military department with presentation authority will present a
certificate and a large medallion with presentation case and a lapel pin
to the award recipient at a special ceremony.

Criteria:
a. Individuals
or organizations who exemplify the Fisher's personal qualities of
patriotism, generosity, and selfless dedication to the members of the
armed forces through an outstanding humanitarian act or service.
b. Selflessly
contributed an extraordinary amount of time, talent, or resources to
benefit members of the armed services. The impact should have been broad
and wide-ranging in scope regardless of monetary impact.
c. Significantly
enhanced the quality of life of military members or their families
through the act or service.
d. The
period of service for the award is 1 Jan 04 through 31 Dec 04, or a
broader period for a multi-year/lifetime contribution.
Eligibility:
a. Individuals
or organizations that are not currently employed by Department of
Defense and its components or who were not employed during the period
for which the award is recommended.
b. Individuals
or organizations having a profit-making relationship with DoD, or with a
DoD component, may be eligible to receive the award if it is shown that
the contribution is substantially beyond that specified or implied
within the terms of the contract establishing the relationship, and the
recognition is clearly in the public interest.
c. A
period of DoD employment does not preclude consideration for a
multi-year/lifetime contribution award for service performed while not
employed by DoD.
Selection:
HQDA-level panel
(composed of General Officer and SES members) will review and prioritize
the nominations, recommend a candidate, and forward that finalist's file
to a multi-department selection recommendation committee consisting of
each military department's assistant secretary for manpower and reserve
affairs, or designated representative.

Nominations MUST
include the following:
a.
Complete biographical data (Part I, II, III, and IV) and provide
short bullet statements or facts on plain paper.
b.
Supporting documentation certificates, news articles, and
pamphlets are required. The Multi-service level will consider all
supporting documentation.

Part IV - Proposed
Citation (One paragraph consisting of 50 to 60 words. The citation
should highlight the nominee's specific achievement. Spell out
abbreviations.
Nominations must contain all information in
the prescribed format below and must reach USAREUR's Civilian Personnel
Directorate by 1 August 2005. The award will be presented in a
ceremony at the Pentagon during Fall 2005. The date and location
will be announced at a later time.
