Army seeks nominations for two civilian awards
Deadline for submissions is Nov. 14 

 

WASHINGTON DC – The Secretary of the Army is on the lookout for nominations identifying civilians who display a pattern of excellence and noteworthy achievement that may be eligible for the Decoration for Exceptional Civilian Service.

The civilian equivalent of the Distinguished Service Medal, the DECS is the highest award granted by the Secretary of the Army to career civilian employees. 

Department of the Army is also seeking nominations for the Secretary of the Army Award for Valor.

The award is granted by the Secretary of the Army to acknowledge civilian employees and private citizens who perform an act of heroism or sacrifice, with voluntary risk of personal safety in the face of danger either on or off the job.   Its military equivalent is the Soldier's Medal.        

Nominations for either the DECS or the Award for Valor are due not later than Nov. 14. The Secretary of the Army Annual Incentive Awards Ceremony is scheduled for March 2006.

Details for the DECS are:

Eligibility:  All Army civilian employees paid from appropriated and nonappropriated funds and direct or indirect hire foreign nationals are eligible for consideration.

Criteria:  Nominees for this award must have established a pattern of excellence and achievements which normally have been recognized by previous honorary awards up to and including the Meritorious Civilian Service Award.

Preparation of the award nomination:

-         DA Form 1256, Incentive Award Nomination and Approval. All data entries must include signature and date where required.

-         Biographical data.  A brief biographical sketch which should include the following:
(a)  Name of nominee
(b)  Date and place of birth
(c)  Education and degrees conferred
(d)  Significant employment record
(e)
  Type of appointment

-         Justification.  Provide a summary of noteworthy achievements. Length should not exceed two single-spaced pages.  Include specific types and dates of achievements.

-         Citation. Prepare one 50- to 60-word paragraph including the nominee’s name, title and place of employment, and specifying the period of time covered by the award.  The citation should highlight the nominee’s specific achievements. Do not use abbreviations. 

-         Previous awards and publications. Begin with the current year and list other previous recognitions. If any, list publications by title and date.

-         Certification. Include Equal Employment Opportunity and adverse action certification. The latter can be obtained from the servicing Civilian Personnel Advisory Center .

-         Photograph. The photograph should be a head-and-shoulders view in professional attire. A digital version of the photograph is required. 

Details for nominations for the Secretary of the Army Award for Valor:

Eligibility: The medal may be awarded to any private citizen or federal government civilian employee recommended by an Army supervisor or manager, civilian or military.

Criteria: The nominee must have distinguished himself or herself by exhibiting great courage or sacrifice involving heroism or bravery. The performance of the heroic act must be evidenced by voluntary action above and beyond the call of duty. Awards will be made only to recognize single acts of heroism or bravery and will not be made in recognition of activities or conflict with an armed enemy. The nominee must have been in a situation involving personal hazard or danger and the voluntary risk of life, on or off the job. Awards will not be made solely on the basis of having saved a life. Nominations must be well documented.

For private citizens: provide name, home address, home and business telephone numbers, location at time of incident, period covered by award.

Specific information regarding act of bravery:

Description of the act in detail to include the date, time, place, and scene of the incident, name and any other personal information about the individual(s) the nominee rescued or attempted to rescue, details of the hazard(s) faced by the nominee, and a thorough account of the act. The description must be well documented, including the names of witnesses, if any, and information as to whether the nominee was assisted by other persons and if injury occurred.

If available, names and telephone numbers of witnesses should be supplied. Witness statements, if available, should be included.
