The information provided here is to be used as a plain talk general guideline to reduce or eliminate any confusion when registering your privately owned vehicle [POV] in the USAREUR system. This can prepare you when registering your POV at your local Field Registration Station [FRS].

  TEMPORARY PLATES:

  Initially issued for up to a 30 day period so that your POV may be driven to the inspection point for mechanical safety inspection. Upon passing inspection, the plates are then exchanged for the EURO style plates. The type of plate (long or short or in combination) for your POV will depend on the size of the area where plates are to be mounted.

 If temporary registration plates were not returned on time causing the registration to be cancelled ("X" failed to re-register), the customer is responsible to pay for any new registration in order to return the vehicle to an active registration status.

  You must return to original place of issue to finalize this transaction as only they have your supporting documents and money. Thereafter, you may go to any other FRS to do a transaction.

  Temporary plates cannot be extended.

  When your POV cannot pass inspection after this 30 day period, it MUST be registered as non-operational. Check with your local community for guidance, as some Army communities require local Base Support Battalion (BSB), Area Support Group (ASG) approval; and Air Force communities may require Base Support Group (BSG) approval.

  •   TEMPORARY PLATES FOR MOTORCYCLE TESTING:

      Contact your local Driver Testing Station (DTS) for obtaining a temporary motorcycle license.

      Persons not having a motorcycle class 1, 1b, 4, or 5 U.S. Forces Certificate of License may be issued a one (1) calendar day temporary plate with approval from their commander or supervisor solely for the purpose of taking the road test portion of the Motorcycle Proficiency Course.

      You may drive the motorcycle only at the course, as you are not yet properly licensed. You could transport your motorcycle on another vehicle (pickup or trailer) or have an authorized person who has the appropriate class of U.S. Forces Certificate of License ride your motorcycle to the course site.

      After successful completion of the test, you will be issued a motorcycle license from your local DTS. You may then drive the motorcycle on public roads.

      Only USAFE military and civilian personnel and their family members may request a five (5) calendar day temporary registration beginning one (1) day before they attend the four (4) hour motorcycle orientation course. USAFE personnel must also have supervisor or commander approval. Check with your local DTS for procedures.

      This temporary registration could be made permanent or extended in order to pass the mechanical safety inspection. Separate instructions will be given to you as needed.

      NOTE: you need a motorcycle license to operate a three-wheeled vehicle (Trike).

      REGISTERING YOUR BRAND NEW POV:

      You will be given a 60 day period to provide required additional documents such as: Final Bill of Sale, MCO/MSO, German Title Book, Customs, or Tax Relief forms as needed.

  •   TWO (2) YEAR REGISTRATION:

      A POV that is six (6) model years old (including current year) or less is eligible for a two year registration. See appropriate fee. The year of the eligible POVs will change each January of the new year. This includes recreational vehicles such as motorcycles, campers and trailers.

      3rd PLATE FOR BIKE RACK:

      We will make a third plate for your POV bike rack for an additional fee. Complete an Application For Motor Vehicle Registration and Allied Transactions (AE Form 190-1AA), take it to your local Field Registration Station (FRS); they will verify completeness, sign and stamp and forward the form to us for processing. We will make the 3rd identical plate for the selected POV and send it to your local FRS for you to pick up. The plate will not have any expiration or state decal and may only be used for a bike rack; it must not be mounted on the POV.

  •   REGISTERING A USED POV PURCHASED FROM A LOCAL NATIONAL OR DEALERSHIP:

      TIP: When buying this type of used POV, recommend that you have it inspected (and get the inspection stamp on the application) BEFORE registering. A local dealership could give you German Dealer (red) plates or the local national could let you get it inspected on their plates BEFORE it is de-registered. When it passes inspection you must still perform the above steps but you can get permanent plates without having to go through the temporary process.

      DISPLAYING LICENSE PLATES:

      License plates must be attached to the front and the rear of the POV so that both plates are clearly visible. The rear plate must be centered under a lighted license plate mount or placed between lights on either side.

      Motorcycles and trailers must display one plate attached to the rear.

      Plates must be firmly attached to the POV using bolts, screws, or brackets. Use of string or wire to secure plates is prohibited and will cause the POV to fail the mechanical safety inspection.

      Drilling or punching of 2 or 4 holes for attachment is authorized as long as the numbers and letters are not obstructed. Plates may not be covered with plastic or glass, canceled, altered, defaced, forged or displayed in any other manner not authorized.

      3rd Plate for a bike rack must be firmly attached to the bike rack using bolts, screws or a bracket.

      Old license plates or signs may not be attached to the plates. The plates may not be bent to fit the POV. The size of your license plate area is the determining factor whether the long or short plates are suitable for your POV.

  •   RENEWING YOUR REGISTRATION:

      We mail your renewal notice approximately 75 days before your registration expires so that you may take your POV through inspection early. Should your POV fail inspection you normally will have enough time to correct the deficiency and/or order parts if needed and renew within the renewal window.

      The renewal notice is mailed to your current military address; so please ensure you keep your address current on all your POV registrations.

      When you renew (up to 75 days early), you will not lose any time on your current registration and you retain the same expiration date for next year.

      Get your POV inspected and renewal or application form stamped (unless new)

      Go to your local Field Registration Station for processing.

  • Should you renew within 30 days after date of expiration you must pay the late fee.

  • POV’s cannot be renewed after this 30-day period and must be registered as non-operational. Check with your local FRS for their procedure, as some communities require local and ASG or BSB (USAREUR) or BSG (USAFE) approval.

  • Should your insurance company provide you with a new insurance confirmation card, submit with the renewal.

  • Changes on lien holder information require supporting documents

  • Please do NOT mail-in your renewal to us as we cannot verify your logistical support. We also cannot be held responsible for slow, lost or miss sent mail.


  • WARNING: MPs can remove and confiscate your license plates and you can be ticketed for an expired registration. You must register your POV non-operational, pay fee; provide a new insurance confirmation card, apply for temporary plates, pay fee and go through inspection to obtain new permanent plates. Additionally, your insurance company may not pay a claim and the local German Police can cite you.

  •   THE "10-YEAR RULE" WHEN TRANSFERRING, SELLING OR GIVING YOUR POV TO ANOTHER ID CARD HOLDER

      Transferring, selling, or giving away your POV with plates to another ID card holder when that POV is 10 years or older requires passing a mechanical safety inspection or proof of inspection within the last 30 days prior to transfer. Bring the Vehicle Mechanical Safety Inspection Record (
    AE Form 190-1H) or registration application (AE Form 190-1AA or 190-1O) stamped by the inspection station.

      TRANSFERRING, SELLING OR GIVING YOUR POV TO ANOTHER ID CARD HOLDER:

      Active registration

      Buyer and seller must be present

      Buyer needs insurance confirmation card

      Inspection requirements:  A safety inspection will be required if the registration will expire within 60 days, if the vehicle being transferred is 10 years or  older it must be inspected within 30 days prior to transfer. When a POV is less than 10 years old, we do not require a new inspection; the buyer may retain seller’s expiration date provided there is more than 60 days left on seller’s registration.

      When a POV passes the inspection, the buyer will get a new one-year registration.

    TIP: We cannot recognize or acknowledge the transfer, sale or giving of your POV to another ID card holder unless both parties go to the local Field Registration Station (FRS) and formalize that transaction. We strongly advise the seller NOT to cancel insurance on the POV until then. Often the current owner/seller has cancelled their insurance and the buyer then purchases insurance on that same POV thinking they now have coverage because they "own" it. Upon arrival at the local FRS they may discover that the registration has been cancelled as the seller cancelled their insurance. The local FRS will give an insurance cancellation form to seller when the transaction is conducted.

      TRANSFERRING, SELLING OR GIVING YOUR POV TO A NON-ID CARD HOLDER:

      Transfer document/bill of sale w/ all vehicle information, name & signature of buyer & seller, first and second copies of registration.

      Plates, unless POV is non-operational.

  •   TRADE-IN, TRANSFERRING, SELLING OR GIVING YOUR POV TO A LOCAL DEALER:

      Transfer document/bill of sale w/ all vehicle information, name & signature of buyer & seller, first and second copies of registration.

      Plates, unless POV is non-operational.

      Lien release when applicable.

      German Customs stamp on AE Form 550-175B from MP Customs.

      REGISTERING YOUR POV IN A NON-OPERATIONAL STATUS:

      This type of registration is provided for POVs that have no license plates and not being driven, but must still be registered in our system.

      POVs cancelled for lack of proof of insurance, failure to re-register or cannot pass the mechanical safety inspection must also be registered as non-operational. The plates must be turned-in.

      Some Army communities require local Base Support Battalion (BSB), Area Support Group (ASG) approval and Air Force communities may require Base Support Group (BSG) approval for a first time non-op registration.

      The non-op period is three (3) months.

      The non-op period for recreational vehicles (motorcycle, trailer, camper) is six (6) months.

      Non-op registrations longer than the above period require local approval and must be processed at our headquarters, check with your local FRS for details.

      All renewals of non-operational registrations require BSB approval.

      ADDITIONAL POV WAIVER:

      A Request for Waiver to the Limit of POVs authorized to Register (AE Form 190-1AG-R) is required when you need to exceed your limit on number of POVs.

      Single and married unaccompanied personnel are authorized two regular POVs and one recreational POV (motorcycle, trailer, camper).

      Married accompanied personnel are authorized three regular POVs and two recreational POVs (motorcycle, trailer, camper).

      Unit commanders may approve waiver requests for personnel (military and civilians) in their commands. ASG, BSG, BSB, or AST commanders for all other civilians. Approval authority cannot be delegated.

       REPLACING YOUR LOST, MUTILATED, FADED OR TATTERERD REGISTRATION:

      Force Protection requirements mandate that you present a valid and legible registration when entering a military installation. When your POV registration is unreadable, mutilated, faded or so worn that it is unacceptable you must replace it.

    TIP: Consider separating the copies of your registration. Keep one copy on your person, one copy in the POV and another at your residence. This should help prevent losing all copies when together. Any copy may be used for installation access.

  •   CHANGING PERSONAL INFORMATION OR VEHICLE DATA ON YOUR REGISTRATION:

      You are responsible for keeping us informed of your current address and any change of personal information. This is very important for mailing out of renewal notices and other related information.

      If you are doing a name change, you must provide a new insurance confirmation card.

      When changing vehicle data (other than color), documentation is required.

      Go to your local Field Registration Station. There is no charge for this transaction when you turn-in your old registration; however, if lost, bring check or money order for replacement fee.

      NOTE: Your name must be on the registration in order to update any information. A spouse may update information when presenting a valid power of attorney.

      LOST OR STOLEN PLATES OR VEHICLE:

      You must immediately report a stolen POV or lost/stolen plate(s) to your nearest MP station. You will be issued an alarm number. Should you need replacement plates, take this form to your local Field Registration Station along with your current registration (and license plate, if any).

      A new insurance confirmation card is required.

      An inspection is only required when your registration will expire within 60 days. After inspection your new expiration date will be one year from date of transaction. When you have more that 60 days left on your registration, you may retain the same expiration date.

  •   APPOINTING AN AGENT TO OPERATE, SHIP, SELL OR DISPOSE OF YOUR POV:

      If you are unable to ship, sell or otherwise dispose of your POV before departing the command, an agent may be appointed on AE Form 190-1AD-R (Special Power of Attorney to Operate, Register, Sell, or Otherwise Dispose of a Privately Owned Vehicle (POV)).  Your local Field Registration Station (FRS) has these forms; upon completion they are only valid for 90 days. This form must be witnessed and dated at the FRS or the local staff judge advocates office, and then can be accepted as agent appointment. A person can only be an agent for one POV at a time and must sign a statement of responsibility, which will legally obligate them to complete the transaction.

    A power of attorney is granted when both owner and agent appear together at the FRS and complete AE Form 190-1AD in the presence of the station clerk. The clerk will verify the identities of both the sponsor owner and the agent and ensure both are eligible to register a POV with the RMV. The agent must also be a sponsor and must read and sign AE Form 190-1AF. For military personnel, the agent must be of equal or higher grade than the owner.

      Both owner and agent must be present.

  •   REQUEST FOR ASSISTANCE FROM OUTSIDE OF GERMANY:

      When you have departed Germany and you need, proof of ownership, drivers license history or other such documents we charge a  Correspondence Fee.

      Visit our website for phone numbers and addresses.

      Send your written request with all pertinent information such as name, address, U.S. Forces Certificate of License number, USAREUR plate number, and chassis/VIN number.

      When an automobile dealership needs documentation, they must send proof of ownership or written permission from current owner along with the correspondence fee.

      Please provide an e-mail address should we need to contact you for any questions or issues and to let you keep track of the request.

      Because of having to block some commercial email providers, the preferred way to send us email is using your official email. If you use any commercial provider, we can't guarantee that we will receive it.

      REQUESTING A DRIVING RECORD:

      We provide this service, at this headquarters only, to anyone having an active, or expired U.S. Forces Certificate of License. Our memorandum (in English only) will state your name, license number, date of issue, and any offenses. You may come in person or mail your request. Please provide full name, social security number, license number, and the correspondence fee.

      DISPLAYING REGISTRATION DECALS:

      Plate Verification Decal is issued for each set of permanent plates and has the same number as the plates. You must place this decal on the inside bottom-left corner (driver’s side) of the windshield. This decal is made to come apart if you try to remove it. Should you have your windshield replaced, lose or deface this decal, you must apply for a new one and pay the fee.

      Temporary Plate Verification Decal is given for each set of temporary plates issued and/or extended. The plate number and expiration date is hand-written by the Field Registration Station (FRS) clerk. You must place this decal on the inside bottom-left corner (driver’s side) of the windshield. Decal must be removed when permanent plates are issued.

      Expiration Decals are issued with initial registrations, renewals; and transfers as needed. Regular POVs are issued two decals (one for each plate); motorcycles and trailers are issued one decal for the rear plate. The color of the decal will change each year in line with the German system. The expiration month is punched-out by the FRS clerk. Decal(s) are affixed on the plate(s) with the holes at the 12 o’clock position.

      Non-Operational Decals are issued for each POV (except for trailers and motorcycles) registered in a non-operational status. The non-op registration number and year of expiration are hand written by the FRS Clerk. The decal must be placed on the inside bottom-left corner (driver’s side) of the windshield.

      Installation Verification and Community Decals are placed on the inside bottom-left corner (driver’s side) of the windshield.

      International "USA" Decal may be purchased and needs only to be displayed on the rear of your POV when crossing international borders.

      Handicap Decal is displayed on the inside top-rear window (driver’s side) of POV.

      POL Authorization Decal is displayed on the inside bottom-rear window (driver’s side) of POV.

  •   POWERS OF ATTORNEY:

      Our policy is that we accept only powers of attorney between spouses.

      SHIPPING YOUR POV:

      After turning in your POV for shipping, go to your Field Registration Station and show your documents because we are not informed of your POV as being shipped. You must fill out the Request for POV Registration/Insurance Cancellation (AE FORM 190-1S) to de-register your POV.

      TIP: Make sure your registration is still active when picking up your POV at destination. Some states may not accept an expired registration when registering or titling. You should renew your registration prior to shipping from Germany. It is very important that you verify your VIN (chassis number) is correct before you ship your POV.

      DISPOSING OF YOUR POV THROUGH MWR:

      Plates, unless non-operational

      Lien release when applicable; MWR cannot accept a POV with a lien on it

      First copy of registration

      Certification of Release/Donation of POV (AE FORM 190-1Z-R) issued and signed by MWR with make, model, year & chassis number.

      You MUST provide proof of this donation to your local FRS, as the MWR Facility DOES NOT inform us of this transaction.

      REQUEST FOR POV REGISTRATION/INSURANCE CANCELLATION:

      The main purpose of this form is so that you may provide proof of a POV transaction to your insurance company in order to cancel insurance and to clear your POV from our database. This form is issued at your local Field Registration Station after conducting a POV transaction (sell, transfer, give, donate, ship or otherwise dispose of). AAFES requires this form so that you may get a refund on unused fuel coupons. We cannot issue this form when changing insurance companies. It is also very important to keep this form in your personal records as proof of disposition of a POV when out-processing your community.

      OUTPROCESSING:

      You must be able to prove proper disposition of all POVs and weapons in order to clear/out-process from your community. Should you have any outstanding items we cannot stamp your clearing papers.

      PROOF YOUR POV LOAN HAS BEEN PAID OFF WITH A LIEN RELEASE OR CLEAR TITLE:
     
      When your POV has a lien, it cannot be sold, transferred, disposed of or given to another party unless you prove the lien has been satisfied with a lien release or a clear title. A lien release must identify make, model, year, chassis (VIN) number, financial institution, and name of owner. Another party taking over payments or a loan contract stamped "paid" is not proof of lien satisfaction.

      PROOF OF INSURANCE:

      You are responsible for providing and maintaining proof of insurance for your POV. Transactions between you and your insurance company are private business matters; therefore, we are not responsible for errors on the insurer’s part, which may result in cancellation of your registration.

      TIP: Please ensure we always have your current address. Should you receive a letter from our headquarters requiring you to provide a new insurance confirmation card, you must react quickly. Should we not receive the insurance confirmation card within the dates mentioned in the letter, your registration could be cancelled for lack of proof of insurance. You must get your new insurance confirmation card to our headquarters, not the local Field Registration Station (FRS), either via German mail (to our GERMAN mailing address), or deliver in person. If you have shipped, formally transferred, or otherwise disposed of the POV, please provide proof of this at your local FRS.

    TIP: Whenever your insurance agent gives you a new insurance confirmation card you must turn it in at your local Field Registration Station or mail to our headquarters. Please call for guidance when not sure.

  •     REQUESTING A TRANSLATION OF YOUR U.S. FORCES CERTIFICATE OF LICENSE TO OBTAIN A GERMAN DRIVER’S LICENSE:

      We can provide this service up to 60 days prior to loss of logistical support.

      Pay correspondence fee.

      Proof of loss of logistical support such as ETS or retirement orders, termination papers from your servicing civilian personnel office or Human Resource office for AAFES personnel. Document must have an effective date of loss of support.

      Copies of the German Residency Permit (Aufenthaltserlaubnis), or German Police Registration (Polizeiliche Anmeldung) from your local Landratsamt or Rathaus (town hall), or German passport/ID (Ausweis).

      We are not allowed to translate a DD Form 348, or a SF Form 46, for bus and truck certification. Additionally, we cannot provide this service for individuals who have been separated for cause, misconduct, or discharged under less than honorable condition.

      Should you have any outstanding privately owned vehicles or weapons in our database after loss of logistical support, we cannot provide this service until you provide proof of disposition of these items.

      Also, the German authorities may not accept a translation for an U.S. Forces Certificate of License issued after 29 March, 1998.

      PROOF OF LOGISTICAL SUPPORT:

      Members of the U.S. Forces and the civilian component (including family members) who are assigned or employed within the geographic boundaries of Germany are considered as having logistical support and therefore authorized our services. Whenever you wish to do a transaction, you must provide a valid ID card and U.S. Forces Certificate of License when plates are issued.

      REGISTERING A POV USED SOLELY FOR RACING EVENTS:

      A POV used exclusively for racing events must be registered as a non-operational POV.

      Proof of insurance and mechanical safety inspection is not required; however, owners must comply with German law and local racing-club regulations. This includes provisions concerning third-party-liability insurance and mechanical standards.

      License plates and decals will not be issued. Racing vehicles cannot be operated or towed on public roads; they must be transported to and from racing sites only on a trailer or dolly.

      A written request must be sent through the chain of command for approval by the ASG, BSB (USAREUR), or BSG (USAFE) commander.

      A waiver for an additional POV is not required.

      Go to your local Field Registration Station for initiating the process and subsequent renewals. They will forward your request to this headquarters for processing and we will mail a one year non-operational (stamped as Racing Vehicle) registration to you.

  •   LETTING FRIENDS AND RELATIVES DRIVE YOUR POV IN GERMANY:

      Visit your local military customs office for AE Form 550-175C-R (Request for Exception to Policy to Operate a Privately Owned Vehicle/Berechtigungsausweis) which is the application for AE Form 550-175D-R (Authority to Operate a Privately Owned Vehicle/Berechtigungsausweis).

      OBTAINING HANDICAP DECALS:

      Check with your local medical treatment facility as procedures vary throughout USAREUR and USAFE for issue of the American handicap decal. Be advised that the German authorities do not recognize U.S. and military issued handicap decals. For a German decal you must get a translation of your physical disability and take it to your local Landratsamt or Rathaus (town hall) and they can assist you. Local German automobile clubs may be able to help; check with them for further assistance in obtaining decals recognized throughout Europe.

  • HISTORICAL LICENSE PLATES

    To qualify for historical license plates in Germany a vehicle must be 30 years old or more.  Prior to obtaining  Historical License plates, a vehicle must be certified by German Government Authorities at TÜV, DEKRA, or other agencies sanctioned by the German Government. The fee for the certification inspection may vary with the type of vehicle. When completed the owner must bring the inspection/certification documents to the local Field Registration Station to order Historical plates. At this time the plates will be ordered and the owner will be issued temporary registration plates pending receipt of the permanent plates. Historical Vehicles will be registered for a period of 12 months from receipt of their temporary plates. In order to renew on a yearly basis, owners will get their vehicle inspected at the military P.O.V. Inspection station up to 75 days prior to expiration to allow sufficient time for difficult repairs and/or ordering of parts.   Once a vehicle has been classified as a Historical Vehicle, it will not be required to be re-evaluated by TÜV, DEKRA, or other agencies sanctioned by the German Government in the future unless modifications are made to the vehicle that would change its current status.

     

    If the owner of a registered Historical vehicle sells the vehicle or moves to another community in USAREUR, there is no need for the vehicle to go back to TÜV or DEKRA.  If the vehicle was previously registered in the German system, the Green Registration certificate “Zulassungsbescheinigung” indicating "H" license plates also means the vehicle has been certified and accepted by the German authorities.     Attention Motorcycle Owners!

    The requirement for DA Civilians, Civilian Contractors and family members to be in possession of a valid Motorcycle Safety Foundation (MSF) Card as a requisite for obtaining a USAREUR Motorcycle License in Germany has been rescinded.

    Current requirements are:

     1.  Applicant must be in possession of a valid Civilian Stateside Driver's License with a motorcycle endorsement or country license with a Motorcycle Endorsement or a country Motorcycle License.

    2.  Attend the initial Motorcycle Operator's 4 hour Orientation.  Applicants that do not have a Privately Owned Vehicle (POV) Operator's  license must complete the standard POV training and testing prior to applying for the motorcycle endorsement.

    3.  Pass a 30 Question written examination.

    4.  This interim change is now in effect pending the forthcoming update of AER 190-1. Military personnel should check with their local driver's testing station for licensing and training requirements listed in AR 385-10.
